Re-Elect Sam for Real Results
It has been an honor to serve on Bexley City Council, where I’ve worked to make our community safer, stronger, and more welcoming.

I’ve led efforts to modernize our zoning code, strengthen community policing, preserve our Arboretum, and increase transparency and accountability in city government. I’ve championed Ordinances to protect public health, support recreation improvements in our parks, update transportation rules to promote safe mobility, and served on task forces focused on expanding transportation options across Bexley.

My approach is grounded in listening, problem-solving, and building consensus to keep driving Bexley forward. Below is a list of key initiatives and legislation I’ve introduced or championed during my time on Council.

Ordinances as Safety Chair by Year:

  • Ordinance 05-22 – Face Covering Rights
Protects the right of individuals to wear face coverings in public spaces, affirming public health and personal choice.

  • Ordinance 11-22 – Off-Leash Dog Areas
Created a designated off-leash dog park at Schneider Park and allows limited off-leash hours nearby, providing safe recreation for pets and owners.

  • Ordinance 15-22 – Bicycle and Scooter Rules
Updated bicycle and scooter regulations to align with best practices, encouraging safe riding and modern mobility options.

  • Ordinance 23-22 – Repeal of Skateboard/Roller Skate Ban
Removed outdated restrictions on alternative forms of transportation. This Ordinance allows skateboards, roller skates, and similar devices to be used more widely in Bexley, supporting active and alternative transportation – and the coming skateboard park.

  • Ordinance 28-22 – Appointment of Chief of Police
Confirmed and secured a three-year contract for Chief Gary D. Lewis, Jr., strengthening leadership and public safety in Bexley.

  • Ordinance 48-22 – Tobacco Retail Licensing
Created a licensing system for tobacco retailers, continuing Bexley’s leadership in anti-smoking initiatives and protecting public health.

  • Ordinance 26-23 – Human Resources Coordinator
Establishes a part-time HR Coordinator role to improve recruitment, benefits, and staff support across city operations.

    • Note: This was introduced by Councilmember Lampke.

  • Ordinance 30-23 – Dangerous Animal Designation
Authorizes the Animal Control Officer to temporarily classify animals as dangerous or vicious pending court review, enhancing public safety.

  • Ordinance 32-23 – Animals in Vehicles
Prohibits leaving animals in unattended cars under unsafe conditions, protecting pets from heat and neglect.

  • Ordinance 43-23 – AED and Bleeding Control Kits
Requires certain establishments to install defibrillators (AEDs) and bleeding control kits, expanding lifesaving emergency response tools in the community.

  • Ordinance 04-24 – Livingston Avenue Zoning Update
Modernized zoning along the Livingston Avenue corridor to support mixed-use development, pedestrian-friendly spaces, and long-term revitalization goals.

  • Ordinance 07-25 – Elevator Maintenance
Requires landlords of rental properties with elevators to keep them operational, ensuring accessibility and safety for tenants, especially seniors and individuals with disabilities.

  • Ordinance 15-25 – Accessory Dwelling Units (ADUs)
Allows Accessory Dwelling Units (ADUs) on single-family lots under city guidelines. The ordinance expands housing flexibility in Bexley while maintaining residential scale and community values. ADUs would be limited to one bedroom, and either the main home or the ADU must be owner-occupied. One designated permeable parking space is required, and lot coverage, setbacks, and design standards ensure neighborhood character is preserved. Owners must register ADUs with the City and renew registration every two years.

Other Initiatives:

Council Office Hours

I introduced “Office Hours” for City Council members to give residents more opportunities to connect with their elected officials outside of regular meetings. These two-hour sessions create an open, accessible space for conversations, questions, and feedback.

Water Bill Relief Program

I helped create the Water Bill Relief Program to support residents facing unexpectedly high water bills due to issues like leaks or undetected plumbing problems. Having seen firsthand how an elderly family member struggled with the financial ramifications of a unknown leaky faucet, I know how overwhelming an unplanned bill can be… Especially for those on fixed incomes. This program ensures families have a safety net when faced with these unexpected costs.
